(1)  Service Description

   The internet application mainly provides B2G WEB application service. The services include on-line declaration and licensing application, off-shore duty-free shop, international duty-free shop, online commission and etc.

(2)  Service Pre-activation Procedures

   Other than on-line application, all application services of the single window require PKI authentication; users are required to prepare the following operations before using the service:
1.  User hardware/software equipment requirements:

•  - Hardware: Personal computer and card reader  
•  - Operation System: Microsoft Windows 2000 and above
•  - Browser version: Microsoft IE 7.0 and above
•  - Internet connection

2.  Other than on-line application, users are required to apply a certificate in advance.
3.  Complete certificate registration at the CPT single window portal.

(3) Service Content Description

1.  Online Commission
   The single window provides online commission for suppliers to mandate customs brokers with single case or long-term commission to process customs declaration or inspection brokers to process inspection declaration, after setting the commission relation, e-mail notification will be sent to both parties, waiting for the commission relation to be confirmed, the mandated party may accept or decline the commission online.
 

2.  Customs Declaration
   Customs declaration provides suppliers or the public with online application of customs declaration operations, entry/import declaration, export declaration, export delivery goods simple declaration, import delivery goods simple declaration, transshipment application five kinds of customs declaration document applications; also providing declaration status inquiry, declaration form preview and printing, duty payment notice, statistics inquiry and information attesting and viewing functions.

3.  Declaration Form Duplicate Issuance Application
   The operation provides online application of declaration form duplicate, declaration form duplicate preview; and the issuance , printing of declaration form duplicate and other functions.

4.  Vessel Clearance Online Application
   The operation provides carriers or their agents to process vessel clearance online to acquire the clearance certificate.

5.  Outsourced Processing Goods List of Materials
   The operation provides suppliers with the maintenance of outsourced processing goods list of materials, including: query, addition, edit, deletion, marking; also able to inquire the details of customs audited materials.

6.  Licensing Application
   Licensing application provides suppliers with online submission of all kinds of licensing application info, transmitting to the governing agencies by messages for the execution of follow-up auditing, review operation application; the examination status can be inquired at any time.The service provides the National Treasury Administration alcohol examination application, Bureau of Animal and Plant Health Inspection and Quarantine inspection application-import/export, Food and Drug Administration food inspection application and other licensing applications.

7.  Off-shore Duty-free Shop
   Off-shore duty-free shops service provides suppliers with WEB online capture of visitors duty-free purchase amount and sales form transaction number, sales form and bill of lading upload and warehouse entry duty information download, sales form information and bill of lading query and the calculation of duty and other functions.
   After visitors of outlying islands purchase at duty-free shops, suppliers use the certificate to connect the system and exchange data through the web interface, achieving control of the amount and number of times of visitors’ duty-free purchase, assisting suppliers to charge visitors of tax. Data transmission uses SSL (Secure Sockets Layer) Internet Security Technology Standard, message service specifications adopt WS-Security (Web Services – Security) specifications, following the data transmission mechanism built for suppliers. 8.  On-line Application
   On-line application is provided for customs brokers and the public by the Customs Administration to apply for operations of simple items online, using the internet and without certificate. Functions include simple application data submission, application message transmission/reception, case acceptance, case progress query and printing functions.
